First go to Layers >> Duplicate. Set the duplicated layer to Screen. - 100%
Should look like this:
Now go to Layers >> New Raster Layer, Set it to Lighten. - 43%
Now fill the Raster layer with the colour #ff0b33. Then it should turn out like this [=
