Okay so im going to turn this
into this:

You'll need the brush tool. Set on a circle; Size 2 - Hardness 2
Opacity 45% - Blend Mode: Overlay. Zoom in to about 2000%
Now start going around the top of the eye, so the bottom of the eye lash, until it's dark enough for you, but that still looks real [=
Then do the other eye, after you've done that, get another colour, i've used #8dd5ff and it's kind of like eyeshadow, so apply it above the eye liner you've just added.
Then it should look like mine.
I've tried to make this tutorial and brief as possible, so you understand more.
